Underpass

JUNE 28, 2017

Major work on the Cavendish Blvd. underpass -- including the Heywood and Baily overpasses -- will run from July 4, 2017 to late November 2017, which will mean reduced lanes over the course of the project.

The Cavendish underpass was inaugurated in June 1965. This work is the most substantial rehabilitation of the structure since 1993.

“This is a major project on one of our most important arterial roads in the city,” Mayor Mitchell Brownstein said. “We waited to launch the project until after the school year to minimize the inconvenience to motorists. We are receiving an infrastructure grant from the federal and provincial governments to cover the major cost of this work.”

Key facts:

  • The underpass will be reduced to two lanes in either direction, except during a few brief periods when one side of the other will be reduced to one lane [Update August 9: There will be one lane northbound until mid August].
  • There will be no impact on the southbound Cavendish left-lane turn onto Fleet.
  • Both lanes of the Baily Rd. overpass will be blocked to traffic, and a detour will be in place..
  • The eastbound lane of the Heywood Rd. overpass will be blocked, however local access to the Mt. Sinai will continue. The westbound lane will remain open.

The work is part of a $2.7 million investment -- largely funded by a TECQ infrastructure grant. The work is being carried out by Construction Dimco.

The work to the underpass and overpasses includes the following, which will enhance the safety of motorists and pedestrians:

  • Replacement for the expansion joints on the overpass roads
  • Repair of the lower retaining walls and joints
  • Repairs of the central columns and replacement of the elastomeric bearing devices supporting the Baily and Heywood overpasses
  • Minor repair of the slab of the underpass deck and the walls
  • Full repair of the stairs on the south-east side (leading to Baily Rd.)
  • Replacement of sidewalks
  • Replacement of all handrails
  • Replacement of the lighting system
  • Painting of  the repaired walls
  • Replacement of guardrails on the overpasses roads
  • Paving and membrane of the overpass roads

Motorists should expect traffic delays caused by these closures and plan their route and time accordingly.
