Manager of Financial Operations

The City of Côte Saint-Luc (“City”) is seeking a dynamic and entrepreneurial individual to join its management team as Manager of Financial Operations (‘Manager’).  Reporting to the City Treasurer, the Manager will be requested to prepare timely and accurate financial information conforming to generally accepted accounting principles and government regulations, and to support achievement of City and department objectives. In addition, the Manager will be responsible to assist the City Treasurer in the preparation of the City’s original and revised operating and capital investments budgets; analyse, prepare and enter month-end and fiscal year-end journal entries; simulation, invoicing and collection of municipal taxes; generate budget comparison reports; review general ledger account balances for accuracy and research/resolve discrepancies or problems; interface with other departments and the accounting section regarding procedures, issues and concerns that affect the accuracy and timeliness of financial statements; assist in developing and updating department procedure documentation; maintain fixed asset records and files; prepare annual depreciation expense entries at year-end; monitor inventory transactions; long-term debt service financing and reimbursement; and manage department work flow including prioritizing department tasks when back up occurs.

The Manager will need to be highly motivated and have managerial experience within a non-profit organization.  He or she will need to be a relationship builder and be able to balance innovative thinking with a businesslike common sense approach to City management.  

QUALIFICATIONS

The ideal candidate will possess a relevant university degree and have the professional experience, knowledge and skills necessary to meet the City’s expectations.  The City requires someone with strong analytical skills, excellent knowledge of finance and technology, the ability to motivate others to work as a positive team, proactive in leading the department towards systems and efficiency improvements, excellent communication skills, including listening and providing feedback, and supervisory experience.
 
Excellent English and French language skills are required (written and spoken).
A minimum of seven (7) years of relevant experience.
An accounting designation and experience in municipalities will be considered assets.
