Manager of Operations - Public Works

Reporting to the Director of Public Works, you will oversee the coordination and supervision of the works carried out by the foremen and manual labour employees of the Public Works Department. You will manage the financial, material and informational aspects of your administrative unit in conformity with the rules, standards, settlements and collective agreements in force. You will train and give guidance and advice to the foremen in the selection of resources and work methods for the execution of their work and that of the employees.

As Manager of Operations, you will serve as a delegate to outside parties such as residents, organizations, and internal City departments. You will establish communication with other Public works departments in order to produce the annual benchmarking report.

The successful candidate will participate in the development and review of Public Works policies and procedures, in addition to the development of the department strategy.

Participates in the preliminary preparation of the annual budget for the department.

Ensures that occupational health and safety practices are observed and implemented.

Keeps abreast of technology, systems and methodologies necessary to ensure maximum services to the City and ensures that all staff is informed of new processes and procedures as required. You will improve work methods for maximum safety, security, efficiency, and productivity.

Participates in various committees such as Health and Safety and Le Comité de Relations Travail.

QUALIFICATIONS
The ideal candidate will possess a specialized diploma (a BS in Civil Engineering is desired), and have the professional experience, knowledge and skills necessary to meet the City’s expectations. As well, the candidate will possess strong interpersonal skills.

Candidates with 6 or 7 years pertinent experience in the management of building sites of construction or municipal environment will be preferred.

Bilingualism is required as are excellent writing skills. You may be required to submit to a competency evaluation in language and writing skills.
